Description:
Provide database programming support and troubleshooting to multiple IT projects. Review process design and stored procedures. Implement database upgrades, backups and restores. Work with programmers to tune SQL code. Provide support to customer systems inside limited maintenance windows, which may include weekends. Configure, optimize, and support Oracle or other relational databases. Develop and maintain web interfaces to database information to permit the viewing and modification of database contents from browser-based clients. Design, develop and implement complex database systems, programs and applications. Work with users to identify and develop system requirements taking into account desired results, hardware limitations and operating requirements.
Specialized Qualifications:
Experience with Oracle Designer and Ardent DataStage tools. Experience with very large databases and/or data warehousing. Good knowledge of SQL. Some experience as an Oracle DBA. Must be familiar with current version of Oracle. Oracle (general database knowledge/experience), Advanced SQL and PL/SQL, Application development experience in an Oracle environment, Data Modeling/Relational Database Design. Experience with Java/JDBC, Oracle Designer and Oracle DBA experience. Experience creating and implementing physical databases from Logical Data Models. Experience with data management, versioning of data, backups, etc. Database optimization experience with Oracle DBMS and experience using database-monitoring tools.
Description of On-site Duties:
Will provide database design and development services helping to design and implement relational database capabilities in Oracle. Will analyze new requirements to build new capabilities in the CPE data tier, and will also provide enhancements and bug fixes to existing databases.
Contractor will be responsible for meeting with data tier customers and project representatives to understand their data requirements. Contractor will develop Entity Relationship Diagrams (ERDs) using data modeling software and CASE tools, will transform ERDs into physical database designs in Oracle, and will build database objects according to specifications. Contractor will also develop supporting structures (for example, views, indexes, sequences) and programs in Oracle, including PL/SQL packages. Will be responsible for:
• Analyzing project data requirements
• Developing Entity Relationship Diagrams (ERDs) as part of overall data tier model to support project requirements
• Documenting designs in database design/CASE Tool (Oracle Designer)
• Developing physical database designs based on logical ERDs
• Generating and writing data dictionary language (DDL) statements in SQL to build database objects
• Building database structures and programs in Oracle
• Writing SQL and PL/SQL programs
• Developing security procedures and programs to protect sensitive data
• Following established configuration management (CM) practices and procedures
• Documenting work
• Analyzing project database performance requirements
• Tuning database applications
• Performing bug fixes and technical enhancements
The Contractor shall assist & advise the Government Engineers with the requirements analysis, system design, and implementation of projects that further the goals of EDG and Agency programs. The Contractor should be familiar with APPS business area objectives and requirements, and with the various data repositories and systems used by agency IT systems today.
The Contractor shall work with engineers from other programs to meet their data-related objectives and requirements. The Contractor shall hold formal/informal Technical Exchange Meetings (TEMs) with other engineers (Government and/or Contractor) to evaluate methods and technologies to best achieve the objectives of programs requiring data provisioning.
The Contractor shall assist with the design, development, and implementation of a system that meets all Agency information security, CWE, Enterprise Technical Architecture (ETA) requirements. The Contractor should be knowledgeable of the Agency information security rules/regulations and knowledgeable of the CWE platform.
The Contractor should be knowledgeable of database structure, design, and storage. The Contractor should be knowledgeable of the various technologies to create, manipulate, and store large databases, particularly Oracle.
Provide systems engineering support in examining the scope of this new program and its relationship to other CIO and Agency programs.

• Full lifecycle development experience of large, mission-critical applications
• Software engineering and database application development skills

• Strong background and experience in Oracle Relational Database Management System
Strong experience in SQL and PL/SQL
• Knowledge and experience implementing complex security policies in Oracle, such as with Fine-Grained Access Control.
